I plan to buy a 250cc bike…but i keep hearing from a lot of people that 250cc cant carry much weight so i wouldnt be able to carry passengers? (not to mention i have to get some proper experience before i can) but besides that point…would i be able to carry a passenger on a 250cc without any probs?

Depends on the passenger… If you and your passenger are going to exceed the load limit of the bike, then no, a 250cc bike won’t do it for you. It also depends on the bike and how much load it’s rated to carry.

Isn’t the load limit for the Kawasaki Ninja 250 like 330 lbs?
