An old 250cc Honda Rebel or 250cc Kawasaki Ninja may be the least expensive bikes with lots of parts available for them and proven reliability, but they are best on 60 mph roads instead of 75 mph roads, for lighter and shorter people without footpeg and handlebar changes and stiffer suspension springs, and they are not that comfortable for a passenger:
